Its not about whether you have done "bad" things, its about whether you yourself can move on and move past what you have done. Michael was racked with guilt about what he done so he couldnt move on yet.

I dont see why the whisperers cant be everyone in the world that are in the same position as Michael.

I respectfully disagree.

Personally I see it as the writers changing what the whispers were and creating a 'hole'.

A bit like the Jacob/MIB cabin thing. Once you know what MIB is the antics in the cabin seem inconsistent.
